1.Authorised road users include the following except
- AStreet hawkersCorrect
- BPedestrians
- CMotorists
- DCyclists
Show answerHide answer
Answer: A
Authorised road users are persons the law recognises as entitled to be on the road for the purpose of movement or transportation. These include pedestrians (who walk along the road or designated walkways), cyclists (who ride along the side of the road or cycle lanes), and motorists (who drive vehicles on the carriageway). All three groups use the road strictly for transit, under the rules of traffic law.

2.Seven months ago, the people of Okiti town were seen in large numbers staging a peaceful protest against the nonchalant attitude of the provincial government concerning the provision of social amenities in the area. Some of theirofficials came around and listened to their grievances. Today, things have changed for thebetter in Okiti town. There is a great improvement in infrastructural development and the people of the area now feel the presence of government in their town. Which of the following is not portrayed in the write-up above?
- ACitizen participation
- BPolitical apathyCorrect
- CGovernment accountability
- DResponsive governance
Show answerHide answer
Answer: B
Political apathy is what is NOT portrayed in the passage.
Political apathy means a lack of interest or involvement in civic and political affairs — people staying indifferent, refusing to get involved, or simply not caring what government does. The people of Okiti town did the opposite: they organised themselves and staged a peaceful protest over the government's failure to provide social amenities. That is active civic engagement, the direct reverse of apathy, so apathy cannot be said to be portrayed here.

3.In order to guarantee transparency and accountability in governance, leaders should ensure that
- Apublic criticism of government actions is discouraged
- Bdue process is followed in all government transactionsCorrect
- Cinformation about government policies is restricted to top officials
- Dpower is concentrated in the executive arm of government
Show answerHide answer
Answer: B
Transparency means government business is conducted openly, and accountability means leaders can be made to answer for their decisions. Following due process in all government transactions — budgeting, procurement, appointments, contracts — means every decision follows laid-down rules and can later be checked, audited and justified. This is exactly what guarantees transparency and accountability in governance.

4.One fateful morning, lmaseun was going to school. A few distances away from the school gate, he saw an accident victim writhing in severe pain by the roadside. The accident victim was hit by a motorcycle rider and left half dead. Although Imaseun was already late for school, he decided to convey the victim to a nearby hospital before reporting the matter to a nearby police station. The behaviour of lmaseun in the story above can help promote all the foliowing except
- ASelflessness
- BPatriotism
- CHumanitarian service
- DNepotismCorrect
Show answerHide answer
Answer: D
Imaseun stopped what he was doing, at personal cost (being late for school), to rescue a total stranger who was badly injured, and only afterwards went to report the matter to the police. That single act of kindness is a textbook illustration of several civic values at once.
Nepotism is the odd one out and is the correct answer to "except". Nepotism means showing undue favour to one's relatives or close associates, especially in appointments or opportunities, purely because of that relationship. The accident victim in the story is a complete stranger to Imaseun — there is no family or personal connection involved — so nepotism has nothing to do with his action. In fact, helping a stranger as readily as he did is the opposite of the favouritism that nepotism describes.

Fundamental human rights are rights that belong to a person simply because the person is a human being. They are natural, inherent and inalienable — a person does not need to be a citizen, a voter, or an employee to have them; they exist from birth and cannot be taken away by the state, which is why they are entrenched in Chapter IV of the 1999 Constitution of the Federal Republic of Nigeria.
